2009/2010 ANNUAL REPORT:

This Section continues its joint effort with the Family & Juvenile Law Section focusing on the issue of self-represented litigants (SRLs). It submitted a survey to family law attorneys, followed by a series of town hall meetings with local bar associations, with the intent of developing best practices guidelines for attorneys in contested cases in which the opposing party is self-represented. The Section continued to pursue implementation of a program for Masters education and also evaluated numerous legislative bills, submitting recommendations supporting, opposing or abstaining from a position to MSBA. It also undertook the monitoring of Rules submitted by the Rules Committee to the Court of Appeals that may specifi cally relate to judicial administration and was responsible for the submission of a new Rule on telephone testimony now being considered by the Court of Appeals.

PURPOSE:

The purpose of the Section is to examine and attempt to improve the administration of justice throughout the judicial system of Maryland, including all of the courts comprising that system, both state and federal, appellate and trial courts of general and limited jurisdiction.
